Procurement Officer

HR World Limited, on behalf of our client, is seeking to recruit a Procurement Officer. This role is responsible for managing procurement, materials, logistics, and supplier coordination activities to ensure smooth business operations, regulatory compliance, and uninterrupted supply of goods and services.
RESPONSIBILITIES:
- Manage procurement and materials management activities to support company operations and business objectives.
- Coordinate sourcing initiatives and procurement projects in line with operational needs.
- Ensure procurement activities are conducted in compliance with company procurement policy and procedures.
- Manage import and export processes including exemptions, registrations, declarations, permits, and shipment compliance requirements.
- Liaise with relevant regulatory authorities and service providers to ensure compliance with import and export procedures.
- Receive, review, and process shipping pre-alert documents such as commercial invoices, packing lists, air waybills, and bills of lading.
- Review import duty assessments, declarations, and payment documents, and coordinate payment follow-up with relevant departments.
- Ensure contracts are in place for major expenditures and include service levels, compliance terms, payment terms, and risk protection clauses.
- Verify delivered goods, prepare receiving confirmations, and coordinate handover to end users.
- Coordinate distribution of received orders to operational sites as required.
- Follow up supplier payments and reconcile supplier statements of accounts.
- Support creation and maintenance of supplier catalogues within Oracle and other procurement systems.
- Process daily purchase orders and ensure full purchase order compliance by internal requesters.
- Review and support approval of non-catalogue requisitions and ensure timely purchase order issuance.
- Engage suppliers to confirm pricing, delivery schedules, and commercial terms for purchases.
- Manage procurement-related requests and provide support and guidance to internal stakeholders.
- Train and support users on procurement systems including Oracle and iProcurement processes.
- Support supplier registration, vetting, and updates in supplier master data records.
QUALIFICATIONS:
- Bachelor’s Degree in Procurement and Supply Chain Management or related field from a recognized institution.
- Minimum of 2+ years of experience in procurement, logistics, materials management, or supply chain operations.
- Good knowledge of the Public Procurement Act of Tanzania and related procurement regulations.
- Membership with a relevant professional body, preferably PSPTB, will be an added advantage.
- Working knowledge of ERP and procurement systems such as Oracle, Pronto, SUN System, or similar platforms.
