CARE is a leading humanitarian organization dedicated to fighting poverty and social injustice, with a particular emphasis on women and girls, their dignity, and empowerment to lead their communities out of poverty. CARE began working in Tanzania in April 1994, responding to the crisis in Rwanda and the subsequent influx of refugees into the Kagera Region of North-western Tanzania. Over the years, CARE Tanzania developed innovative education, health, microfinance, and environmental programs across most regions of the country. In Tanzania, CARE collaborates with the Government in both mainland and Zanzibar, as well as other stakeholders to transform communities, ensuring financial inclusion and independence, health and nutrition, and climate-smart development resilience, particularly for women and girls.

CARE Tanzania seeks to recruit dynamic qualified Tanzanians to fill four (4) positions to support the Country Office.

POSITION TITLE: Program Director

REPORTS TO: Country Director
LOCATION: Dar-es-salaam

JOB SUMMARY

The Program Director is a member of the Senior Leadership Team (SLT) with a mandate to drive transformative programming to actualize the social and economic empowerment of women and girls, as outlined in the New Country Office Strategic Plan 2023 through 2028. The Program Director has co-responsibility for creating a conducive workplace environment that embodies CARE’s organizational values of transformation, integrity, diversity, excellence, and equality.

Specifically, the Program Director is responsible for championing program development, resource mobilization (growth), program quality, and efficient implementation. The Program Director embraces a proactive approach to resource mobilization, with enhanced focus on retaining current program supporters (donors) and attracting new ones through innovative concept notes and competitive funding proposals. The Program Director ensures that programs reflect CARE’s commitment to local partnerships, strengthening the voice and leadership of women and girls, and achieving impact at scale.

KEY RESPONSIBILITIES AND TASKS

  • Ensure CARE programs and projects achieve goals and high-quality results efficiently.
  • Ensure compliance with CARE policies and project contract terms.
  • Champion risk-based management through proactive analysis and mitigation measures.
  • Promote accountable leadership by project managers and budget holders.
  • Promote a culture of business partnerships for operational efficiency.
  • Conduct strategic visits to program/project sites for monitoring and problem-solving.
  • Ensure high-quality program reports are developed on time for various stakeholders.
  • Lead an aggressive resource mobilization strategy for the Country Office.
  • Promote strategic relationships with CARE Member Partners (CMP), donors, CSO partners, and the Government of Tanzania.
  • Coordinate the development of high-quality and competitive concept notes and funding proposals.
  • Ensure systems and plans guarantee that CO programs/projects are designed based on sound contextual analysis and achieve measurable positive impact.
  • Promote awareness and integration of program quality standards across the program team.
  • Contribute to the development of annual operating plans and regular reviews.
  • Promote awareness and contextualization of partnership standards.
  • Oversee the development and implementation of a CO advocacy agenda.
  • Ensure Gender Equity and Diversity (GED), PSHEA issues are considered and addressed in all programs/projects.
  • Ensure the CO has a well-developed MEAL system.
  • Ensure staff safety and security procedures are followed.
  • Promote meaningful participation by women-led and women’s rights organizations.
  • Promote accountable leadership through effective performance feedback.
  • Proactively manage under-performance to maintain high performance.
  • Ensure personal and team capacity building.
  • Perform other duties as assigned by the supervisor.

EDUCATION QUALIFICATIONS

  • At least a master’s degree in a relevant field such as international development, project management, social science, or natural resources management.

EXPERIENCE AND SKILLS

  • Ten years of successful experience in a similar position with INGOs.
  • Bilingual fluency in both Kiswahili and English.
  • Well-developed communication skills in an international work environment.
  • Strong leadership and management skills.
  • Advanced analytical skills, including strategic analysis and project evaluation.
  • Experience in managing institutional partnerships with national and international NGOs and donors.
  • Experience in partnership development and program management.
  • Strong financial management skills, including budget development and monitoring.
