Cardno International Development is seeking a Program Manager - Public Financial Management to provide program management support to an external consultancy team and internal agencies working on a multi-year donor-funded PFM project in an East African nation. The position will be responsible for ensuring effective and efficient program management, accurate resource planning, effective contracts management with relevant stakeholders, and overall monitoring, evaluation, and reporting.

The Program Manager – Public Financial Management will perform the following duties:

  1. Fulfill a general program management role within a donor-funded PFM project in an East African nation.
  2. Provide support to both the program team, which will be comprised of a combination of host country nationals and foreign staff members, and to the project’s primary recipient, which will be the Ministry of Finance and the Ministry of Regional and Local Government.
  3. Ensure accurate and timely reporting across in-country stakeholders and clear communication with the project and home office teams.

Minimum Qualifications:

  • Minimum of 8 years of experience working on similar projects in Public Financial Management in an East African setting.
  • Demonstrated expertise in PFM program management.
  • Technical expertise in public finance management, governance, policy/administration, finance, accounting, and/or economics.
  • Demonstrated ability to engage with senior level ministry officials.
  • Strong technical skills in resource planning, management, budgeting & forecasting, human resources, contracts management, monitoring & evaluation, financial and technical reporting.
  • B.A. or B.S. relevant technical field.
  • Professional written and spoken fluency in English.

Desired Qualifications:

  • Demonstrated experience working on donor-funded projects with USAID, DFID, ADB, World Bank.
  • Professional level of spoken and written Kiswahili.
  • East African nationals are encouraged to apply.
