CARE Tanzania seeks to recruit qualified Tanzanians for the position of Program Officer - Youth and Community Engagement to be based in Iringa
JOB SUMMARY
CARE Tanzania in collaboration with VETA implements the Tajirika na Kilimo project which is funded by CARE Norway aimed at supporting youth and job seekers to develop enhanced agricultural, market-driven skills and knowledge for improved employability, income generation and resilience. The Tajirika na Kilimo Project is designed to strengthen the quality of training and enterprise development opportunities that address agriculture needs for Tanzania’s rural communities—particularly women and girls. 2,600 trainees will complete the training. The three outcome areas are: Increased number of people complete documented and transferable TVET training; the improved linkage between businesses and TVET institute; TVET institutional development. Prioritizing Women’s Economic Empowerment and youth employment, the four-year project will strengthen rural communities’ engagement in the development of Tanzania’s agriculture sector, through strengthened enterprise development, skills, and business linkages
CARE International is seeking a Youth and Community Engagement Officer who will be responsible in implementing the assigned program initiative activities. S/he will work as part of a multidisciplinary team and will be an experienced professional with considerable knowledge and experience in community engagement and youth advocacy. The incumbent is expected to maintain effective working relationships with other staff working with other CARE program initiatives and impact groups, key government partners, and NGOs working in the same geographic area. Generally, as Youth and community engagement officer, s/he will provide important support role that links “Tajirika na Kilimo” project initiative with the rural community
The Youth and Community Engagement Officer reports directly to the Program Coordinator. S/he is expected to maintain effective working relationships with other CARE staff members.
KEY RESPONSIBILITIES
- Take lead in the execution of Program Initiatives by providing a joined-up approach in advocating youth and the community engagement in Agribusiness.
- Community mobilization and organization of groups to undertake various initiatives including designing early interventions and secure help for community wellbeing
- Facilitate the execution of “Tajirika na Kilimo” Program Initiative’s Strategy
- Carryout Monitoring, Evaluation, and Reporting
- Promote Gender Equality
- Perform Other Duties as Assigned
EDUCATION / EXPERIENCE / SKILLS REQUIRED
EDUCATION:
- Bachelor’s degree in either Rural development, community development, development studies or Agribusiness is desirable
- Extensive experience in advocacy initiatives, including sensitization training provision and promotion of gender equity and equality
Desired
- Postgraduate degree in Rural development, community development or development studies would be an added advantage
EXPERIENCE
- Required
- Minimum 2 years of work experience in community or rural development role for a project or organization;
- Experience in conducting training and sensitization sessions on socioeconomic activities engagement with specific emphasis on gender relation to development and community wellbeing.
- Practical experience in interacting with rural community and sharing critical agendas towards leveraging sustainable development
Desired
- Knowledge on community development, climate change, human rights, land rights, project planning and management, administration
- Experience in working with village representatives, government staff and government authorities
TECHNICAL SKILLS
- Good understanding of issues impacting rural communities in the region particularly around; gender, land rights, climate change, sustainable livelihoods, and development.
- An approach to upholding CARE core values; Transformation, Integrity, Diversity, Equality, and Excellence.
- Ability to build a good rapport with community leaders/ heads, youths, women, and girls to gain their trust and confidence and have an understanding of the world from their perspective (sympathize).
- Strong partnership management skills and experience. Capable of building productive relationships with trainers (VETA) and other project players like SAGCOT.
- Ability to work and communicate with a range of stakeholders including policymakers and government officials, NGOs, the media, community representatives;
- Strong presentation and reporting skills including; Proficiency in Word, Excel, PowerPoint, email and Internet usage.
- Ability to thrive in team environments with a strong understanding of diversity and other cultures. A firm belief in teamwork, gender equality, sensitivity to HIV/AIDS and participatory approach to sustainable development.
- Is confident in working with partners and be able to represent the interests CARE on youth and community development matters.
- Excellent written and oral communication skills, with a fluent writing style, good knowledge and practical use of both English and Kiswahili

- Ability to work with minimal supervision and adaptability in the rural community.
- Ability to respond to critical issues that hinder smooth thrive of socioeconomic initiatives by proposing effective methodologies or/and approach to solving community challenges
