Background:
Tanzania Cheshire Foundation in partnership with Leonard Cheshire Disability has been awarded a four-year grant since March 2017 from a donor to deliver an inclusive education programme in Dodoma and Chamwino Districts of Tanzania. The project aims to increase the enrollment and retention of children with disabilities in primary schools, to increase their learning and improve their life chances. Children with disabilities face multiple barriers to education including stigma around disability, isolation, and abuse from family and community members, inaccessible environments and lack of rehabilitative support. This project will address the barriers to education to ensure that more children with disabilities access education and improve their learning, ultimately receiving a full, quality and inclusive education.

Purpose of the Job
The post holder will be responsible for the overall financial management of the inclusive education project in Tanzania
Key Responsibilities:
Payments and cash management
- Prepare all payment instructions as required by the project, ensuring that these are appropriately reviewed and authorised inline with policies and that vultures and supporting documents are correct and complete.
- Manage the office petty cash, ensure petty cash reconciliation is done regularly and submitted on time and respond to petty cash queries.
- Monitor bank balances and ensure funding request are completed accurately and on time
- Ensure that payroll is correctly processed in line with all contractual and legal obligations.
Bookkeeping and reporting
- Develop and maintain the project accounting system, maintaining accurate and timely entries in all of the relevant ledgers
- Carry out all necessary monthly reviews of the account balances including deposits, advances, vendor balances.
- Prepare monthly financial reports, expenditure reports and any other report as requested by TCF and LCD. Ensure that deadlines are strictly maintained and that all relevant documentation is correctly submitted
- To assist TCF in preparation of annual financial report and monitoring of TCF budget
Budget oversight and monitoring
- Meet regularly with the project manager and other relevant team members to review budgetary performance
- Perform regular analysis and explain budget variances to LCD Regional Office and relevant program staff.
Compliance
- Ensure compliance with LCD’s international finance policies and procedures manual and with LCD policies including ‘The Supply of Goods and Services’, ‘Procurement Policy’, and others with andy bearing on financial management.
- Our stand and ensure the project complies with the requirements of the UK Bribery Act.
- Ensure compliance with all local, national and where relevant international legal requirements for the project. This includes ensuring compliance for all staff and consultants with regulations and law on tax, insurance and other matters.
- Support internal and external audits of the project.
Administration/Others
- Be responsible for maintenance of fixed assets tracking and accounting.
- Be the first point of call on financial/Accounting issues/requests before they are forwarded for verification to the Regional finance manager.
- To undertake any other reasonable duties as may be required
PERSON SPECIFICATION
Essential Qualifications
- CPA-T holder (or equivalent level of financial accounting qualification)
Essential other
- Significant experience in a senior finance position
- A good understanding of budget and strong financial management skills
- Knowledge of designing and implementing finance & admin controls and systems
- Experience in managing donor funds
- An excellent communicator at all levels
- Ability to work independently and under own initiative
- Able to maintain strong relationships with external parties
- Willingness to travel
