Job Position: RESETTLEMENT IMPLEMENTATION COORDINATOR

Job Description

Science/Management, Environmental Engineering or related discipline.

Minimum experience: 15-20 years of professional experience in working with extractive industry within rural communities. Professional experience in Land Acquisition, Resettlement Implementation, and Livelihood Restoration is required. East Africa experience is required.

Accountabilities: Responsible to ensure that the forenamed early works Resettlement components are completed on required schedule

Responsibilities:

  • Oversee the identification of temporary accommodation and implementation of transitional livelihoods for Early Works affected PAP’s
  • Oversee preparation and review of Compensation Agreements (documents) and Compensation Schedules
  • Oversee preparation of Compensation Payment process and interface with Project Finance team to ensure dissemination of cash payments
  • Participate in and support process of issuance of Notices of Intention to Acquire across all impacted Early Works Regions and Districts
  • Participate in preparation of negotiation process and participate in training field negotiation teams
  • Oversee in-field Implementation of Compensation Agreement meetings with affected PAP’s, Villages and District Authorities
  • Oversee entitlement briefings process and ensure that all affected PAP’s, Villages and District Authorities have been fully involved
  • Oversee process to issue Notices to Vacate, in liaison with relevant Authorities
  • Ensure that all data and documents related to the transfer of Right of Occupancy (ROO) has been properly recorded and deposited into the Project Data System
  • Participate in and oversee opening of bank accounts for physically displaced PAP’s and act as interface with Project Finance team
  • Oversee handover of land access for Coating, Marshalling yards and contractor camps and ensure that all supporting documents have been properly recorded and deposited into the Project Data System
  • Interface with the Legal Advisor to ensure that all mandatory legal processes linked to this scope; are successfully completed
  • Interface with the Project QS Engineer and Clerk of Works to ensure that the Replacement Housing Construction process is aligned with the temporary accommodation and transitional livelihoods process. The Resettlement Implementation Coordination is responsible to ensure that any schedule impacts associated with the Replacement Housing Construction process are translated into mitigation impacts to ensure that Physically displaced PAP’s are not unduly impacted.


Requirements:

  • Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including government authorities, local communities, industry, CSOs/NGOs and international organizations, negotiation, conflict management skills.
  • Proven ability to work independently and meet deadlines.
  • Proven ability to manage Contractors preferred.
  • Excellent computer; report writing and analytical skills required.
  • Fluency in English (written and spoken) required, additional languages a plus
