Job Position: RESETTLEMENT IMPLEMENTATION EARLY WORKS HEAD
Job Description
Qualification required: Degree in Social Science, Anthropology, Environmental Science/ Management, Environmental Engineering, or related discipline.
Minimum experience: 15-20 years of professional experience in working with extractive industry within rural communities with professional experience in Land Acquisition, Resettlement Implementation, and Livelihoods Restoration is required.
Accountabilities: The post holder is responsible for ensuring that the forenamed early work resettlement implementation components are completed on the required schedule.

Responsibilities:
The Head of Resettlement Implementation Priority Areas is responsible for the following activities:
- • Establishment of RAP Implementation Priority Areas team for the major RAP Implementation activities
- • Manage and structure the RAP Implementation teams focusing on Compensation payments, Livelihood restoration and replacement housing
- • Organize and structure planning of activities and priorities for RAP Implementation according to the Project schedule
- • Ensure that Compensation Agreements and Compensation Schedules are prepared in advance, PAP receive full briefings and the negotiation process for the Priority Areas is successful
- • Ensure the compensation payments process is fully compliant with national, international and project compliance standards
- • Oversee and support process of issuance of Notices of Intention to Acquire across all impacted Priority Areas Regions and Districts
- • Oversee process to issue Notices to Vacate, in liaison with relevant Authorities
- • Ensure that all data and documents related to the transfer of Right of Occupancy (ROO) has been properly recorded and deposited into the Project Data System
- • Ensure PAPs receive adequate relocation support and vacate their land and dwellings in line with the Project schedule and international standards
- • Identify any schedule risks arising from the RAP Implementation process, alert management and identify and ensure implementation of mitigation measures
- • Identify any risks to PAPs and particularly vulnerable PAPs arising from the RAP Implementation process, identify and ensure implementation of mitigation measures
- • Ensure all physically displaced PAPs receive appropriate support and are moved to satisfactory temporary accommodation and monitored
- • Put in place monitoring and reporting systems for RAP Implementation activities
- • Oversee handover of land access for Coating, Marshalling yards and all contractor camps and ensure that all supporting documents have been properly recorded and deposited into the Project Data System
- • Interface with the Legal Advisor to ensure that all mandatory legal processes linked to this scope; are successfully completed
- • Interface with the Replacement Housing Engineer to ensure that the Replacement Housing Construction process is aligned with the temporary accommodation and transitional livelihoods process.
- • Oversee the identification and securing of replacement land for eligible PAPs including residential plots for replacement houses (including securing the ROO for the PAPs)
- • Ensure that all data and documents related to RAP Implementation including the transfer of Right of Occupancy (ROO) has been properly recorded and deposited into the Project Data System
- • Oversee procurement of external agencies to provide support on RAP Implementation including the design of the Livelihoods Restoration programme and monitoring process
- • Oversee procurement of external agencies (NGOs or other suitable implementation partners) to implement Livelihoods Restoration monitoring process
- • Oversee the management, training, coaching and personnel development of the RAP Implementation team
- • Other tasks as required by the LSOC Manager and project requirements
Requirements:
- • Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including government authorities, local communities, industry, CSOs/NGOs and international organizations, negotiation, conflict management skills.
- • Proven ability to work independently and meet deadlines.
- • Proven ability to manage Contractors preferred.
- • Excellent computer; report writing and analytical skills required.
- • Fluency in English (written and spoken) required, additional languages a plus
