POSITION TITLE : Rural Water Services Institutional Support Specialist, WARIDI Program REPORTS TO: Water Services Technical Lead

POSITION SUMMARY:

The USAID funded Water Resources Integration Development Initiative (WARIDI) Program seeks to employ a Rural Water Services Institutional Support Specialist to manage WARIDI assistance supporting institutional strengthening in rural water service delivery for Community Owned Water Supply Organizations (COWSOs) and Local Government Authorities (LGAs). WARIDI investments will be measured by the ability of LGAs and COWSOs to fulfill their mandate to support water service delivery. The Rural Water Services Institutional Support Specialist will help design, coordinate and ensure the successful implementation of COWSO and LGA institutional strengthening in rural water services. S/he will support private sector initiatives in rural water in collaboration with the private sector team and work closely with the monitoring and evaluation team, grants manager, gender and youth specialist, climate change specialist and IWRM governance team.

The Rural Water Services Institutional Support Specialist will report to the Water Services Technical Lead and will directly manage three Institutional Leads. S/he will also have overall responsibility for any grantees working on COWSO activities. A high degree of horizontal collaboration will be expected with senior technical leads.

Detailed Job Description

  • Ensure the successful implementation of WARIDI’s rural water supply institutional development strategy for increasing access to and improving service quality of water services across 15 district councils
  • Overall responsibility for coordinating approaches, tools, reporting, and implementation of institutional strengthening for COWSOs and LGAs across all technical areas of the project
  • Responsibility to ensure that all project activities taking place on the ground are technically sound and of good quality
  • Availability for strategic meetings to ensure that the project functions at optimum level
  • Management and supervision of three institutional development coordinators responsible for COWSO capacity building across 15 district councils; this work includes measuring capacity of COWSOs, designing and implementing tailored capacity building programs and implementing interventions to improve water services.
  • Management and supervision of Council Water and Sanitation Team (CWST) capacity building program, including Payment by Results (PbR) support
  • Provide technical support to the social enterprise and partnerships development team in the form of technical expertise for designing and implementing private sector engagement programs related to rural water services
  • Coordinate with the gender and youth, water resources management and climate change teams on LGA and COWSO capacity building and linkages to basins and water user associations
  • Final responsibility to ensure that all reports are written and received on a timely basis and that they are prepared according to the required norms
  • Final responsibility for compiling and report activities to Monitoring, Evaluat, on and Learning (MEL) team
  • Provide written contributions to weekly, monthly, quarterly and annual reports
  • Travel up to 50% to visit LGAs and supervise work and verify the quality completion of deliverables and technical support, and attend strategic meetings on behalf of WARIDI as required
  • Build and maintain a continuous interactive exchange of information with other team members, partners and relevant stakeholders (including Tanzanian and US Government officials, local communities, local NGOs, subcontractors, consultants and others).

Minimum Qualifications

Education: Min Bachelors deg. in engineering, institutional development or related field: Masters preferred Experience:

  • Minimum of 8 years’ experience in coordinating/managing field-level operations in Tanzania
  • Demonstrated track record of effectively coordinating integrated rural development projects, working with LGAs and supporting capacity building activities
  • Experience with individual and community capacity building, particularly related to COWSOs
  • Strong management, organizational, conceptual, strategic and analytical skills.
  • Experience working with USG-funded programs (preferred)

Skills/Knowledge:

  • Understanding of Tanzanian rural water supply policies, regulations and guidelines
  • Ability to multi-task effectively and prioritize with competing deadlines and priorities
  • Strong organizational skils and detail-oriented
  • Ability to partner with a variety of individuals and organizations, including government officials, local communities, local NGOs, consultants, international agencies and donor organizations
  • Demonstrated effective interpersonal skills, creative problem solving and ethical management
  • Strong written and verbal communication skills
  • Fluent in English and Swahili
  • Knowledge of USAID policies and procedures (preferred)
