About the position
The Alliance of Bioversity International and the International Center for Tropical Agriculture (CIAT) is seeking to recruit a Senior Administrative Coordinator.
The Senior Administrative Coordinator will have the responsibility of providing overall administrative and finance support to the ongoing projects of The Alliance in Tanzania. The Senior Administrative Coordinator will work very closely with project leaders individual project scientists in managing all general administrative issues of the office and field activities of ongoing projects in Tanzania. He/she will also work closely with the HR, Finance and Operations staff in the Regional office. The Senior Administrative Coordinator position reports to the Country Representative – Tanzania and Regional Business Operations and Finance.
Main Duties and Responsibilities
- Provide on-site support to researchers in the preparation of proposal budgets and maintain a database of all project activities.
- Lead the procurement process – identifying, evaluating, and recommending potential suppliers/service providers and management of active supplier contracts.
- Coordinate the security function for staff, hosted institutions, premises and assets.
- Manage and monitor agreements pertaining to CIAT and Government of Tanzania institutional relations and prompt the Country Coordinator on expiry of agreements and/or any change of regulations.
- Ensure sufficient internal control systems are in place, ensuring proper segregation of duties and internal checks, review payments, confirm budget availability before payments are approved and ensure proper controls in accordance with grant agreement.
- Ensure efficient cash flow management, maintain good working relationships with the CIAT official bank, cross-check approved/signed online payments before sending to bank for final processing.
- Manage, review, and respond to the internal and external communication flow drafting correspondence and responding to queries from collaborators and internal clients.
- Lead the composition, the planning and evaluation of the country procurement committee working closely with Regional Operations.
- Lead the treasury process in the country, including the preparation and timely submission of country Cash Flow with the regional Treasury unit and manage country banking relationships.
- Responsible for compliance with audit requirements (internal and external), in terms of reviewing and submitting audit information in a timely manner and for the implementation of audit recommendations in the country.
- Provides direction to the country support team, assessing their performance and providing coaching for their growth and development.
- Conduct constant cost analysis activities, identifying, implementing, and monitoring cost saving and operational efficiency initiatives.
- Identify and evaluate operational and financial risks suggest, implement, and monitor mitigating action.
Requirements
- Master’s degree in finance, Business administration/Finance/Accounting
- At least five (5) years of relevant work experience in a closely related field gained in an international.
- Substantive experience in Financial and accounting in an international organization at a regional level.
- Experience in handling multiple operational, financial, and technical reports with tight deadlines.
- Experience in leading and coaching a team of diverse administrative and finance and specialists.
- Experience in collaborating with people from different backgrounds and cultural diversity.
- Knowledge of international standards in particular, GAAP and IFRS is desired.
- Knowledge of internal supply chain standards is desired.
- Working knowledge of ERPs, incorporating diverse business processes ranging from HR, procurement, to finance.
- Ability to work independently with minimal supervision, but also lead and participate as a team member in accomplishment of duties.
Terms of employment
This is a nationally recruited position based in Arusha, Tanzania. The contract will be for a period of two (2) years, subject to a probation period of three (3) months and is renewable depending on performance and availability of resources. This position is currently graded at level BG07 (on a scale of 14 levels, BG 014 being the highest level) in The Alliance job grading.
