The QED Group is preparing a proposal for the USAID/Tanzania Vector Control Activity and is seeking a Senior Monitoring and Evaluation (M&E) Advisor. The purpose of the Tanzania Vector Control Activity (TVC) is to identify and implement proven, evidence-based vector control approaches in Tanzania to improve health outcomes. Authorized under USAID/Tanzania’s Comprehensive Health Service Delivery (CHSD) Project Appraisal Document (PAD), this project is critical to the achievement of USAID’s Country Development Cooperation Strategy (CDCS) for Tanzania. The Activity has five objectives:

  • Objective 1: Determine the ITN population access among targeted populations and the quantity of ITNs needed in the coming year to maintain high population access to ITNs’;
  • Objective 2: Deliver Insecticide Treated Nets to targeted populations;
  • Objective 3: Implement social and behavior change communication (SBCC) as and where needed to ensure uptake and use of ITNs in the NMCP, ZAMEP and PMI priority regions;
  • Objective 4: Provide annual guidance on effectiveness of vector control interventions used in Tanzania; and
  • Objective 5: Provide guidance on new evidence-based vector control approaches that show potential for successful outcomes in Tanzania and, when appropriate, assist with implementation of proven approaches.

Responsibilities

The Senior M&E Advisor will provide technical leadership to ensure that the program is well designed, monitored and evaluated, as well as build the capacity of QED staff and local partners to appreciate the importance of strategic information, to develop systems that capture project performance and monitoring data, to conduct special quantitative and qualitative studies, and to analyze, interpret, and use data. Key responsibilities will include:

  • Design and implement performance and impact evaluations, cross‐sector evaluations, whole‐of‐project evaluations for the Vector Control Activity.
  • Oversee the design, quality, development and completion of all assessments, analytical reports and evaluations.
  • Supervise M&E, analyses, and assessments throughout the life of the project, including the data quality assessments, participatory data collection methods and protocols, and data quality verification techniques.
  • Assume responsibility for the design, quality development and production of all data quality assessment reports, assist in the production of evaluations reports and any assessments, population-based surveys and studies including the testing of the development hypotheses.
  • Design or advise on appropriate M&E strategies, which may include the following: routine program monitoring systems, special quantitative and qualitative studies, implementation science, social network analyses, size estimations, second generation surveillance studies, and modelling.
  • Develop M&E and work plans, and advise on appropriate systems and tools, ensuring that M&E system implementation adheres to the appropriate global strategy and remains technically sound.
  • Analyze data from large quantitative datasets and contribute to the production of analytical and technical reports, presentations and related publications.

Qualifications

  • Master’s in Public Health or equivalent with at least 5-8 years of experience providing technical assistance in or conducting and/or leading evaluations, quantitative or qualitative research, or implementation science studies in international settings.
  • Experience with technical assistance in various disease areas in developing countries (particularly malaria).
  • Statistical data analysis skills, proficiency with STATA or SAS.
  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Coordination, communication and interpersonal skills.
  • Proactive and independent approach to work, ability to maintain positive working relationships and willingness to undertake additional responsibilities as necessary, and work under pressure.
