CARE Tanzania seeks to recruit dynamic qualified Tanzanians to fill four (4) positions to support the Country Office.
POSITION TITLE: Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Manager
REPORTS TO: Country Director
LOCATION: Dar es salaam
JOB SUMMARY
The Senior MEAL Manager will lead in ensuring a high and consistent standard and quality of M&E is delivered throughout CARE Tanzania's program strategy, in line with CARE Global Vision 2030 Impact Areas and Indicators. The Senior MEAL Manager will support all aspects of MEAL standards and principles and lead/support evidence generation and related analysis.
RESPONSIBILITIES AND TASKS
- Develop/review existing MEAL systems and approaches.
- Develop/update Standard Operating Procedures for feedback and accountability.
- Conduct staff and partner capacity gap assessments and organize capacity exchange opportunities.
- Lead the MEAL team and promote teamwork.
- Coordinate review meetings for project achievements.
- Ensure CARE's global indicators are included and tracked for impact measurement.
- Ensure effective use of MEAL data and information in project proposals and reports.
- Ensure continuous monitoring and review of CARE and partner deliverables.
- Develop organizational standardized evidence and data quality assurance checklists.
- Coordinate internal and external Data Quality Assessments.
- Facilitate training for staff and partners on MEAL systems and tools.
- Lead the PIIRS process at the CO level.
- Develop and adapt project-specific M&E tools and templates.
- Ensure proper documentation and dissemination of feedback.
- Support development of data management systems and responsible data management practices.
- Coordinate project baselines, midterm reviews, and endline evaluations.
- Support knowledge management and documentation of learning.
- Facilitate dissemination of promising practices and lessons learned.
- Conduct regular analysis of data and provide implications for programs/projects.
- Participate in program design and major project reviews.
- Conduct internal MEAL team meetings to share progress and experiences.
- Supervise and guide MEAL staff to ensure high standards of work.
- Promote CARE’s core values and gender equity at the workplace.
- Support resource mobilization efforts with a focus on MEAL components.
- Take responsibility for personal performance and safety.
- Participate in emergency response efforts when required.
- Keep up to date with developments in assigned technical/functional areas.
- Perform other duties as assigned by the supervisor.
EDUCATION QUALIFICATIONS
- Master’s degree in social sciences, development studies, information systems, or project management.
EXPERIENCE AND SKILLS
- At least 7 years of MEAL experience, including impact measurement and knowledge management.
- 5 years of experience coordinating/managing complex programs.
- Extensive experience in evidence-based advocacy, policy formulation, and supporting civil society organizations.
- Proven success in project cycle and adaptive management.
- Demonstrable achievements in governance and gender transformation programming.
- Strong technical skills in qualitative and quantitative data collection and analysis.
