The Land Rights Research and Resources Institute (LARRRI/HAKIARDHI) is a non-governmental organization established to facilitate the realization of a socially just and equitable national land tenure system. Our focus is on promoting and advancing the land rights of rural-based small-scale producers, such as peasants, pastoralists, hunter-gatherers, fisher folks, and related groups.

Job Summary:

The Senior Programme Officer will oversee all activities under the Knowledge Generation and Dissemination and Public Engagement Unit, provide strategic and operational development, lead advocacy efforts, and support the overall objectives of the Institute.

Duties and Responsibilities:

  • Oversee activities planned and implemented under the Knowledge Generation and Dissemination and Public Engagement Unit.
  • Advise the Executive Director on the relevance and implementation of activities.
  • Provide strategic and operational development and implementation of an advocacy strategy.
  • Lead, initiate, and draft policies, position papers, and strategic policy briefs.
  • Identify priorities for advocacy and policy actions on land matters and natural resources.
  • Liaise with other CSOs and institutions for networking and strengthening advocacy for small-scale producers.
  • Organize and conduct reflective learning forums (meetings, workshops, etc.) internally and externally with stakeholders.
  • Initiate, plan, and participate in the preparation of programmes for the Institute.
  • Identify and initiate new partnerships for advocacy in land rights, women’s land rights, gender equality, and climate change adaptation.
  • Prepare and organize training programmes for the Institute and other organizations.
  • Support the development and implementation of project progress monitoring protocols.
  • Prepare management documents such as reports and plans, and participate in management meetings.
  • Provide pro bono legal aid, advice, and counseling to small-scale producers.
  • Disseminate good practices and lessons learned from the organization’s work and projects.
  • Handle matters aligned with the Institute’s objectives brought by needy people or communities.
  • Prepare quality project progress reports highlighting successes, challenges, lessons learned, and opportunities.
  • Facilitate the preparation of interest stories, documentation, and dissemination of achievements.
  • Produce policy briefs based on policy analysis, project successes, challenges, and best practices.
  • Work with team members to design new projects and provide technical expertise in land rights, natural resources, and climate change adaptation.
  • Perform any other work as assigned by the Executive Director.
  • Accountable to the Executive Director.

Qualifications and Requirements:

  • Bachelor’s Degree in Law and Social Sciences Disciplines from a recognized University.
  • Possession of a Postgraduate Diploma in Legal Practice is an added value.
  • Knowledge of land matters and land tenure systems in the Tanzanian context and beyond is an added value.
  • Excellent writing and presentation skills in both Kiswahili and English languages.
  • Minimum 5 years’ experience or multiple years of expertise in policy analysis, lobbying, and advocacy in land, natural resources, gender, and climate change.
  • Strong experience working with civil society organizations, particularly in negotiating with policymakers in government.

Technical Competencies:

  • Excellent report-writing and communication skills.
  • High levels of innovation, conceptual and analytical ability, or creativity.
  • Computer skills specifically in Word, Excel, and PowerPoint.
  • Firm belief in teamwork, gender equality, and a participatory approach.
  • Strong capacity-building/community empowerment skills.
  • Fundraising skills.
