Project Overview and Role

Institutions for Inclusive Development (I4ID) is a programme implemented by Palladium, SNV, BBC Media Action and ODI, funded by UKAid and IrishAid. The programme is a 5-year project (2016-2021) to work with institutions in Tanzania so that they are more inclusive and accountable, and economic growth provides more benefits for poor people.
 
I4ID is applying new and innovative approaches to facilitate solutions for Tanzanian development that benefit the largest number of people possible – including the poor and most vulnerable in society – through inclusive growth and better public services. The programme is designed to address some of the fundamental systemic challenges for inclusive development including coordination failures and weaknesses in policy formulation and administration. We bring stakeholders together to develop an informed and shared understanding of their collective interest, providing technical support, research, analysis, and facilitation around issues of critical interest to the Government of Tanzania and other stakeholders. I4ID will offer support to government, private sector, parliamentary institutions, and civil society to engage in working towards a more inclusive Tanzania.
 
We are looking for a dynamic Senior Research, Learning, & M&E Manager who is keen to make a difference on inclusive growth and development for Tanzania, by bringing creativity, innovation and fresh ways of thinking to the country’s development challenges.  We have a broad remit to work across a range of sectors, and we are looking for someone who is passionate and driven about making change happen.

Responsibilities

  • Leads on the development of robust and evidence-informed Theories of Change (ToCs) across the programme, and ensures the ToCs, Results Frameworks and Indicators Sheets are regularly reviewed and updated in response to learning through implementation.
  • Development and oversight of Monitoring and Evaluation and knowledge management systems, and overseeing facilitated learning on all I4ID programme components.
  • Supports the design and implementation of issue scoping studies and other research.
  • Coaches and mentors members of I4ID staff on M&E, KM and learning components.
  • Leads on managing relationships with local research partners, including CSOs and think tanks.
  • Works with other team members in documenting programme lesson learning and supports the team in reflecting on and adapting lessons learnt.
  • Works with research partners, media partners, and others to disseminate and communicate the lessons emerging from the programme.
  • Leads the preparation of monitoring data for quarterly, annual and VFM reports. Ensure that routine MEL data collection tools allow and support gender disaggregated data, and that MEL reporting reflects this.
  • Works with the other senior team members of I4ID to oversee the work of short-term advisors, contractors, and partners, including developing TORs, providing quality assurance, etc.
  • Ensures delivery to the TL of means of verification for all milestones and MEL indicators.
  • Ensures that GESI principles are built into the design of all I4ID studies and that the development of data collection tools, selection of respondents, and data analysis factor in GESI principles.
  • Ensures that I4ID learning shared with external audiences and the public in general reflects the unique perspectives and contexts of poor and vulnerable citizens.
  • Line manager for the M&E Officer.

Requirements

  • Master's degree in development studies, social science, statistics, or another relevant subject.
  • Ideally at least 10 years of experience of working on monitoring, evaluation and learning.
  • Demonstrable understanding of and interest in politics and governance issues in Tanzania.
  • Strong track record of leading on research work, particularly using qualitative research methodologies and secondary analysis of existing literature.
  • Experience managing other MEL consultants and research teams.
  • Familiarity with MEL concepts and processes preferred by DFID (i.e. theories of change, log frames, MEL strategy development).
  • Good analytical and report writing skills.
  •  Fluent in English and Kiswahili.
  • Strong team working skills and an openness to learn, reflect and collaborate with others.
  • Personal and professional skills to build strong relationships and partnerships with a wide range of stakeholders, to help institutions build consensus around how to address development challenges.
