PCI is currently seeking a Senior Technical Advisor, Nutrition Sensitive Agriculture for an anticipated Multi-Sectoral Nutrition Activity in Tanzania. Pending the availability of funds, this position would have an expected start date of October 2018. The project aims to intensify and integrate nutrition support to targeted regions to improve the nutritional status of women of reproductive age, especially pregnant and lactating women, adolescents, and children under five. Project objectives include the following Intermediate Results (IRs): (1) strengthening multi-sectoral coordination for improved nutrition at the local government level, (2) improving health, caregiving, and WASH behaviors, and (3) increasing access and availability of diverse, safe, and nutritious foods.

 

The Senior Technical Advisor (Sr. TA) will effectively lead the implementation of activities under the project’s third objective, Increasing Access and Availability of Diverse, Safe and Nutritious Foods. The Sr. TA is responsible for technical leadership in nutrition-sensitive agriculture approaches, achieving targeted project outcomes related to dietary diversity and availability of nutritious foods, managing project staff and coordinating with headquarters staff, overseeing budgets, writing reports, and establishing appropriate monitoring and evaluation systems. S/he will also ensure the effective technical approaches, start up, management, implementation, monitoring, reporting and evaluation of grant resources within project objective three.

 

Duties and Responsibilities:

The Sr. TA, Nutrition Sensitive Agriculture will lead implementation under the project’s third objective of increased access and availability of diverse, safe, and nutritious foods. Specifically, s/he will be responsible for the following:

 

Technical responsibilities

  • Lead the development of programmatic priorities and strategies for identification and promotion of combined nutrition sensitive and climate-smart agricultural production practices at the household level, especially among women, including crop and vegetable diversification and traditional and appropriate small livestock and poultry production.
  • Facilitate utilization of state-of-the-art practices for nutrition sensitive approaches in improving diversified crop and livestock production utilizing climate-smart and environmentally sustainable production practices.
  • Identify, incorporate and promote agriculture production strategies (including improvement of soil fertility) and opportunities for targeted beneficiaries that both diversify dietary intake and boost income generation.
  • Support activities related to increased and improved market availability of nutrient dense foods, including animal source protein, as well as social behavior change to promote consumption of these foods within the household.
  • Create strong linkages to project activities related to the objective of “Improved Health, Nutrition, Caregiving and WASH Behaviors,” including male engagement strategies and social and behavior change activities for more equitable decision-making practices and improved household nutrition.
  • Develop and facilitate a learning agenda for objective three; publish and present results.
  • Ensure the integration of strategies to empower women and increase their agricultural income and control of those resources.

 

Management responsibilities

  • Manage the day-to-day aspects of the IR3 project activities, including direct supervision of IR3 team staff members.
  • Coordinate and work closely with the Chief of Party, Deputy Chief of Party, and other IR leads to ensure coordination across the program.
  • Develop and facilitate supportive partnerships with government and non-government stakeholders at community levels in the program areas, promote the project objectives and maximize results.
  • Ensure fluid communication and close working relationships with partner organizations, including donors and government entities, as well as International Office and Headquarters staff.
  • Ensure that each activity of the program will be sustainable and will not have any negative environmental impact in the program areas.
  • Assist senior project managers in programmatic monitoring and evaluation, and continual quality improvement.
  • Prepare, manage and monitor budgets and other program resources.
  • Document best practices and prepare communications for different audiences, including the public, the Tanzanian government, stakeholders, donors and at national/international conferences and other venues.

 

Qualifications:

  • Graduate degree in Development Studies, Natural Resource Management, Nutrition, Health, Agriculture or related fields
  • Minimum of 6-8 years in similar types of leadership roles
  • Minimum of 5 years of experience in designing, implementing and monitoring public health and other social and economic development projects in international settings, preferably in Tanzania or Africa. Preference will be given to candidates with experience in Nutrition and Food Security programming.
  • Clearly defined and substantial direct design/implementation experience in Nutrition-Sensitive agricultural production approaches and related SBCC.
  • Experience managing or providing technical assistance to gender-sensitive agriculture programs, with a strong women’s empowerment component especially surrounding household dietary choice and expenditure decision making.
  • Experience diversifying and strengthening crop and small livestock production for improved nutritional and income outcomes.
  • Experience managing USAID/USG funding and familiarity with federal regulations and procedures.
  • Considerable work experience and capacity to collaborate with partners at multiple levels, including Ministry officials, NGOs (local and international), representatives of civil society and USAID partners.
  • Proven capacity to effectively manage and mentor staff with various levels of skills and experience; strong negotiation and facilitation skills.
  • Excellent interpersonal and inter-cultural skills.
  • English fluency required, Swahili proficiency preferred
