The Water Engineer for WARIDI program will help Design,  supervise, coordinates and native field-level activities that are focused on water. (S)He  coordinated activity close with Tanzanian government agencies at all levels and will play a critical role in programme implementation

Key field level implementation activities will involve designing, supervising, coordinating, and monitoring water supply interventions ranging from need assessments, technical assistance provided to local government authorities(LGAs) and community-owned water supply organizations (COWSOs) and infrastructure investment. Work may also include organising and training communities to manage water services. The position will require supervision of junior staff, contractors, and other suppliers.


Qualifications and Background:

Education: Relevant degree in engineering, hydrology or related field.


Experience:

  • Minimum of 8 years experience working in the water sector especially rural in water supply and water treatment for surface and groundwater schemes serving populations of 2000 to 20000 people.
  • Experience implementing donor-funded projects in Tanzania and/or East Africa.
  • Experience in construction management and supervising firms.
  • Experience in quality control and quality assurance for water supply projects
  • Experience working with LGAs and Water and Sanitation Supply Authorities (WSSAs) preferred.
  • Experience supporting communities to set tariffs and meter connections highly preferred

Skills/Knowledge

  • Knowledge of various water supply designs and systems
  • Ability to multitask effectively and prioritize with competing deadlines and priorities
  • Strong management, organisational, conceptual, strategic and analytical skills
  • Ability to partner with a variety of individuals and organisations, including Tanzanian and US government officials, local communities, local NGOs, consultants, international agencies and donor organisations.
  • Demonstrated effective interpersonal skills, creative problem-solving and ethical management.
  • Strong written and verbal  English communication skills
  • Fluent in English and Swahili
  • Knowledge of USAID policies and procedures(preferred)

Detailed Job Description:

  • Provide reliable technical civil engineering support to water supply projects, including water treatment
  • Facilitate and design water supply projects( including surveys, drawings, sketches and designs, and supervision) and supervise constructions
  • Monitor the progress and quality of implementation of the portfolio of water supply intervention projects, including inspection, verification, and confirmation of work in progress
  • Produce and crossed-check mathematical calculations related to surveying, drafting and preparing engineering designs as appropriate
  • Support the preparation of orders and review invoices submitted by contractors prior to final execution
  • Aid in the administration of contracts and preparation and/or review revision construction plans and bid specifications.
  • When required, provide technical support to COWSOs and grantees to complete water safety planning, developed facility management plans, metering and tariff settings in collaboration with the institutional support team
  • Support partners(Tanzanian government officials, local communities, NGOs, subcontractors, and consultants) in effective planning and implementation of water projects
  • Support capacity building of LGA counterparts in fulfilling their water and sanitation mandates
  • Ensure quality and timely technical reporting
  • Build and maintain a continuous interactive exchange of information with other team members, partner and relevant stakeholders( including Tanzanian and US government officials, local communities, local NGOs, subcontractors, consultants and others).
