BACKGROUND:
Amref Health Africa in Tanzania (Amref Tz) is a non-profit public health organization supporting the Government of Tanzania to address public health issues including maternal and child health, HIV, TB, Malaria and Nutrition in Tanzania since 1987. The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) has strategically selected Amref Tz as its sub grantee under its recently awarded U.S. Agency for International Development (USAID)/Tanzania’s Comprehensive Client Centered Health Program – HIV and Tuberculosis (CH3P-HIV&TB) -Northern Activity. Under C3HP, EGPAF and its partners offers USAID a responsive and forward-thinking approach that will address the evolving needs of the people of Tanzania as they relate to HIV, tuberculosis (TB), and family planning (FP) services across each continuum of care. Under the C3HP, Amref Tz brings its deep expertise on strategic community engagement for improved health outcomes, and will work to ensure community services are reaching target populations, specifically women and girls, children, young people, and other vulnerable groups. The C3HP-HIV&TB Northern will be implemented for five years (2021 – 2026) in five regions including Kilimanjaro, Arusha, Manyara, Singida and Dodoma regions. The C3HP team will collaborate with the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC), and the President’s Office, Regional Administration and Local Government (PO-RALG), Regional and Districts Local Governments’ Authorities to ensure increased demand for and use of quality HIV, TB, and FP services, leading to improved health outcomes. With this, Amref Tz is announcing the following positions to be filled for this project:
Position: Technical Advisor for SBCC (1 post)
Reports to: Technical Advisor for Community Engagement
Location: Dar es Salaam (C3HP HQ)
Job Summary:
The Technical Advisor for SBCC will be the technical lead on implementation of SBCC interventions to improve social norms for healthy behavior and increase engagement of communities and citizens for quality health service deliver. S/he will be responsible for overseeing regional implementation of HIV/TB SBCC activities and contributes to an overall goal by Strengthening Social Behaviour Change Communication strategies and enhances strong collaboration with government and other stakeholders. S/he will supervise and monitor project activities from central, regional and district and will be involved in program planning and reprogramming of project activities as per project performance and adjustments. Providing expert technical guidance and inputs behind the project’s strategies, and work plan activities, so as to ensure that the project’s interventions and messages are locally relevant, culturally appropriate, and address the country’s prioritized HIV/TB SBCC needs.
Specific Duties and Responsibilities:
- Provide HIV/TB technical SBCC leadership, guiding the development and implementation of SBCC strategies, approaches, messages and activities. Provide guidance in utilization of existing SBC materials developed in partnership with the MOHCDGEC Health Promotion unit and through ensure all national SBCC materials for Community and facility are being scaled up in all project regions.
- promote access to existing SBCC platforms such as , NAWEZA, SITETEREKI, and FURAHA YANGU campaigns, using unique Message delivery methods to each subpopulation
- Working closely with other project technical staff to oversee and inform the development, implementation, monitoring and evaluation of HIV/TB SBCC interventions supported by the project.
- Generate new ideas and innovations in our approaches and thinking in relation to SBCC interventions for HIV prevention, testing, and treatment and TB drawing on good practice and evidence from elsewhere.
- Lead in developing plans and budgets for all project supported SBCC materials according to needs such as such as posters and leaflets, adapting targeted campaigns, community theater, and utilizing radio spots.
- Work closely and collaborate with other USAID sister projects and ensure they are involved and engaged in the development of all HIV/TB related strategies, messages and activities and participate in the regionalization of supported SBC communication products.
- Foster a strong working relationship with the project’s primary partner the Government of Tanzania, to secure their technical inputs and buy in behind project supported HIV/TB SBCC strategies, messages and activities.
- In this regard, act as the project’s focal person for NACP, TACAIDS and NTLP,
- Provide HIV/TB technical advice including guidance during the adaptations of regional level SBCC strategies, which will include mass media, print, outreach, and orientation activities to partners, local government and organizations.
- Work closely with the regional teams and the SBCC officers to document and submit quarterly project success stories.
- Represent the project during all donor, GoT and implementing partners HIV/TB technical meetings and workshops
- Identify and adapt best practice SBCC processes, implementation guidelines, job aids and IPC tools.
- Collaborate with the government and USG implementing partners to identify and ensure where feasible their HIV/TB SBCC needs are being addressed. Contribute to quarterly reports, annual reports, and work plans.
- Maintain excellent Government, stakeholder, creative agencies and partner relations.

Required Qualification/Experiences/Skills
- Master’s degree in relevant field (MBA, MPH) in marketing and/or communications or related field and 7-9 years of related experience; OR Bachelor’s Degree and 9-11 years of related experience.
- At least 6 – 7 years’ work experience with a public health, development or marketing organization, of these at least five years should be at management level capacity, leading the development and implementation of BCC/SBC initiatives.
- Expertise and experience in senior capacity working with print, mass media, ICTs and other electronic media required.
- In addition to possessing communication capacity, technical expertise in research analysis and application preferred.
- Knowledge of public health issues in two or more of the following areas strongly preferred; HIV/AID, Family Planning, reproductive health, maternal and child health, Malaria and TB.
- Must be a confident communicator and presenter.
- Must be Fluent in spoken and written English including Swahili.
- Strong writing, editing, and proofreading skills are essential, including ability to present concepts verbally.
- Excellent interpersonal communication skills and ability to work effectively with a variety of audiences and organizations essential.
- Must be self-motivated with a positive and professional approach to management Knowledge of and experience using Microsoft Office essential
