Technical Officer - Early Detection of Breast Cancer Program

Position Summary

The technical officer provides technical and programmatic support on the early detection of breast cancer program, implemented in three regions (Tanga, Mwanza, and Zanzibar) in Phase 1 and two additional regions (Morogoro and Mtwara) in Phase 2. The officer will facilitate implementation in Morogoro and Mtwara, supporting 18 District Councils (9 in each region). Responsibilities include facilitating planning, implementation, and monitoring program activities, including training and strengthening facility-based service delivery through clinical breast examination (CBE), outreach, supervision, and mentorship. The officer works closely with R/CHMTs to ensure quality CBE services.

Responsibilities

Essential Duties and Responsibilities

  • Actively contribute to regional work planning, operational plans, budgeting, quarterly reporting, and preparing scopes of work.
  • Support targeted interventions: training, supervision, outreach services, meetings, and follow-up.
  • Support integration of breast and cervical cancer programming and ensure timely reporting.
  • Work with R/CHMTs and lead day-to-day strategic project implementation at the facility level.
  • Foster wider adoption of micro-planning for comprehensive council health planning and program budgeting.
  • Ensure Early Detection for Breast Cancer Program implementation follows national standards sustainably.
  • Provide technical support on program activities and monitor implementation to meet targets.
  • Work with RRCHCO/RHMIS/DRCHCO/HMIS and facilitate tracking and reporting of suspect breast cancer cases.
  • Ensure RRCHO/DRCHCO lead quarterly supportive supervision visits and prepare feedback reports.
  • Support documentation and prepare success stories/best practices.
  • Implement all program activities timely and efficiently.
  • Ensure healthcare providers implement interventions according to protocol/SOP.
  • Facilitate management of reports and ensure timely submission.
  • Support effective implementation of performance and continuous quality improvement.
  • Ensure regional and district HMIS teams lead data collection and reporting.
  • Ensure mentorship activities are led in collaboration with regional technical staff.
  • Work with R/CHMTs and promote integration of CBE and cervical cancer screening activities.
  • Contribute to the overall strategic implementation of program activities.
  • Ensure program implementation is based on sound technical content and is sustainable, led by the MOH and PORALG.
  • Ensure all project activities are conducted as planned.
  • Perform other duties as assigned.

Required Qualifications

Qualifications and Requirements

  • Bachelor's degree in Medicine (MD) or equivalent experience.
  • Minimum of 5-6 years of work experience in program management.
  • Ability to coach, mentor, and develop technical capacity in women's cancer, performance, and quality improvement.
  • Self-management skills.
  • Effective communication skills.
  • Ability to handle multiple assignments under pressure.
  • Cooperative, competent, hardworking, flexible, and dependable.
  • Excellent verbal, written, and presentation skills.
  • Excellent interpersonal skills.
  • Ability to work in a complex environment.
  • Computer literacy (MS Word, Excel, PowerPoint).
  • Excellent written and oral English and Kiswahili skills.

Preferred Qualifications

  • Experience with donor-related programs.
  • Experience in implementing early detection of breast cancer service deliveries and management.

Location: Mtwara (supporting Morogoro and Mtwara regions) and Tanga (supporting Tanga and Mwanza regions)
