Technical Officer, HPV Vaccine Project – [one position based in Dar es Salaam]

Position Overview: 

The Technical Officer will provide technical oversight to the HPV Vaccine Program to support the MOHCDGEC in the implementation at national and regional levels with a specific focus in Iringa Region. S/he will provide day-to-day technical and programmatic support to the MOH/IVD unit through R/CHMT in Iringa Region in the selected facilities add provide technical assistance to ensure effective implementation based on the MOH guidelines and recommendations. S/he will provide technical support for implementing HPV vaccine program strategies linked with the national HPV vaccine strategic plans and priorities. S/he will participate in facility assessments activities to determine needs at the beginning of the project as the project activities are during implemented. S/he will be responsible to build the capacity of technical staff that includes RIVO/DIVO and health care providers in HPV Vaccine programming. Working with MOH team, s/he will ensure linkages and synergies at service delivery level from community to facility level including facilitating HPV vaccine delivery m outreach setting S/he will also provide technical assistance to the MOH at national level and conduct quarterly supervisor visits to project facilities and prepare feedback to the teams S/he will co-facilitate in all training activities for HPV vaccine introduction. S/he will ensure implementation of service protocols, standards and data collection to improve program performance S/he will work closely with technical officer at national level and RIVO/DIVO at Regional level to make sure expected deliverables are achieved in a timely manner according to the planned schedule and the program is implemented in compliance with MOH guidelines and donor regulations.

Responsibilities:

  • Provide technical support in implementing HPV Vaccine program strategies and interventions
  • In collaboration with IVD, R/CHMT and other partners implement HPV Vaccine program strategies in a timely manner
  • Ensure that program implementation follows national standards in a sustainable manner
  • In collaboration with the Program Manager, provide technical support in all HPV vaccine-related interventions and monitor implementation in integrated approaches
  • Contribute as necessary in work planning, budgeting for the project and quarterly report writing and preparing the scope of work for planned activities
  • Ensure integration of HPV vaccine in RMNCH at all levels of implementation and reporting
  • Facilitate capacity building on HPV Vaccine and other relevant technical areas to the Ministry trainers and healthcare workers which will be the mam task through mentorship
  • Facilitate training and education to teachers and other officials at the national and regional level
  • Facilitate outreach services in the intensified period
  • Coordinate HPV Vaccine training and activities related in collaboration with relevant authorities
  • Ensure effective implementation of performance, continuous quality improvement for HPV vaccine service delivery including safely administration, program management, supplies and waste management
  • Lead day-to-day project implementation at the facility level by supporting surgical teams to implement their project activities and achieve results
  • Ensure that mentorship activities are conducted as planned by working with the assigned technical staff from the MOH
  • Lead quarterly supportive supervision visits every quarter to all facilities and prepare feedback reports for action
  • Facilitate safer HPV vaccine practices and ensure that health care providers implement the clinical package of interventions according to the protocol
  • Work with the regional and national HMIS teams to ensure proper data collection procedures for all program activities as required
  •  Facilitate management of reports of adverse events (AEFI) following immunization
  • Support documentation and prepare success stories/best practices of the project activities in the region
  • Contribute to the overall strategic implementation of program activities
  • Implement all program activities in a timely and self-sufficient manner, multi-tasking and prioritizing as necessary
  • Perform other duties as assigned by the supervisor to ensure achievement of project goals

Required Qualifications

  • Advanced diploma and/or bachelor degree in Medicine or Nursing [Master’s in public or environmental health with a special interest in Immunization Programming is dcsrracie] At least 6 years work experience a hospital cr facility-based immunization programs with progressively increasing responsibilities
  • A record of being proficient in immunization and/or reproductive and child health services
  • Experience working in HPV vaccine immunization program s an added advantage
  • excellent facilitation skills including delivering an interactive and participatory presentation Current knowledge m the field of immunization linked with maternal and child health, including infection prevention and HPV vaccine programming Solid communication. English and Kiswahili (both verbal and written)
  • Proven record of working effectively within a team Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability).
  • Willingness to work in rural districts Experience working on donor-funded programs, with RHMTs. CHMTs and facility teams Ability to work independently and to develop reports A good understanding of health care system functions and operations
  • Knowledge of using Microsoft Word, Excel, and PowerPoint is expected Strong team building skills
  • Experience in training, supervision, and data management Availability and willingness to travel up to 50% of the time
