The role will oversee key areas including change management; people operations (performance management, employee relations, compliance, salary structures, benefits administration, contracts, staff policies, and offboarding); talent acquisition, retention, onboarding, and development; and workplace culture and community, including duty of care, inclusion, fairness for all, staff well-being, learning and development, and team engagement activities.Duties and Responsibilities:Lead the Tanzania talent acquisition process for staff and other positions as required, including preparation of job descriptions, advertising, resume screening, inclusive hiring practices, interviews, and offers. Coordinate with HQ P&T for positions recruited through headquarters, including senior leadership roles such as Country Director.Enhance and implement onboarding for new employees, including orientation, benefits enrollment, policy and handbook overviews, and orientation to the team. Partner with HQ P&T for HQ related onboarding requirements of local staff when needed.Coordinate the offboarding of departing employees, ensuring compliance with local labor laws, donor requirements, and HQ P&T processes, and escalate issues to HQ P&T and Legal when necessary.Develop and facilitate training programs and resources to strengthen manager capability, professional development, and career growth for staff.Promote organizational culture and values in Tanzania by communicating and implementing initiatives that reinforce an inclusive and supportive workplace environment.Implement and manage the organization’s staff performance management systems, policies, and processes in Tanzania.Collect, analyze, and use workforce data to inform decisions related to retention, engagement, inclusion, and organizational trends, and promote staff participation in feedback mechanisms such as TINYpulse.Provide employee relations support, including conducting investigations when required, advising on disciplinary actions, and ensuring compliance with local labor laws in collaboration with HQ P&T and HQ Legal, Compliance, and Risk Management.Work with the Finance team to support payroll administration and related processes.Support the Country Director in monitoring and coordinating compliance with Occupational Safety and Health Authority (OSHA) and other relevant regulations.Liaise with the global People and Talent team and colleagues in other country offices to share practices and align Tanzania P&T functions with global strategies.Partner with departmental leadership to strengthen fairness for all practices across the Tanzania program, while coordinating with the HQ Global Work Community Director on local workplace committee activities, employee community groups, and related initiatives.Organize initiatives that promote staff well-being, engagement, and community in the workplace including team-building activities, and all-staff events aligned with global well-being strategies.Advise the Country Director and managers on local labor laws, HR best practices, market standards, and global People & Talent strategies, and maintain relevant HR policies, procedures, and handbook updates.Support proposal development by contributing workforce planning, staffing structures, and P&T-related budget inputs for new funding opportunities.Develop, maintain, and oversee the Tanzania P&T budget and related resourcing needs.Partner with HQ People and Talent to review and align salary structures and employee benefits align with local market conditions and organizational budget.Maintain accurate and compliant digital and physical employee records in accordance with local labor laws and organizational policies.Coordinate with vendors and relevant government authorities to provide staff benefits and services.Supervise drivers and oversee fleet management, including maintenance coordination, travel logs, and scheduling of transportation for meetings, field visits, and official travel.Coordinate travel arrangements for local staff and assist with local logistics for international staff visits, including flight bookings where required.Coordinate medical verification documentation, and related processes supporting the Medical Outreach Program.Serve as a member of the Tanzania Senior Management Team, contributing to organizational leadership, operational effectiveness, and continuous improvement initiatives.Supervise and support direct reports to achieve performance objectives while fostering their professional growth and development.Actively model and promote Americares values, mission, and work culture across the Tanzania team.Perform other related responsibilities as required.Key Outcomes for the Role:In the first 90 days:Complete required onboarding and training.Demonstrate understanding of Americares values and organizational culture.Develop a clear understanding of the role’s responsibilities, priorities, and expected deliverables.Establish working relationships with key colleagues in Tanzania and the global HQ P&T team and align on expectations for collaboration.Provide timely P&T support across key stages of the employee lifecycle occurring during the period, including recruitment, onboarding, employee relations, and compliance matters.Review, update, and maintain P&T records, systems, and documentation to ensure accuracy and compliance with organizational policies and local regulations.Become familiar with Americares policies, procedures, and HR processes and identify areas requiring clarification or improvement.Conduct an initial assessment of P&T operational needs and provide recommendations for staffing and budget resourcing for the upcoming fiscal year.In the first six months:Contribute actively to P&T strategy and decision-making as a member of the Tanzania Senior Management Team.Participate in global P&T communities of practice and collaborate with colleagues across the organization to align Tanzania HR practices with global standards.Lead initiatives that strengthen organizational culture, including staff engagement, well-being, fairness for all, and values-based workplace practices.Support the development of funding proposals by providing workforce planning, staffing structures, and P&T considerations for programmatic projects.Provide leadership and oversight of P&T operations, systems, and services supporting the full employee lifecycle in Tanzania.Competencies required for the role include:Directly related experience leading People and Talent work as the head of a small P&T team or sole P&T role (preferably in an international humanitarian organization).Demonstrated competencies in all P&T functions at the level of providing experienced and competent leadership with Country Directors and other leaders of organizations.Commitment to fairness for all equity based practices and inclusion.Expert and stays updated in local P&T compliance, regulations, and labor normsExperience implementing change management practices and supporting the development of a healthy workplace cultureDeep experience with talent management, particularly with support for managers.Impeccable judgment and ethics, and are well-versed in leading employee relations matters.Excellent use of innovative technology to support and document People and Talent work within a global context – including but not limited to ZOOM, TEAMS, Microsoft 365, SharePoint, and HRIS.Must have Tanzanian work authorization already in place.Fluent
